Letter from the National Secretary of the Workers Party
Dear Comrade S.,
By decision of the Political Bureau of the Workers Party, section of the Fourth International, I have been instructed to ask you to inform us of the date, place, and agenda of the international conference which the recent congress of the Socialist Workers Party, in collaboration with the Canadian and Mexican sections, has decided to convene.
The Workers Party, despite its reservations concerning the manner in which the conference has been convened, wishes to send delegates who can take part in the conference in order to defend, as best we can from our point of view, the interests of the Fourth International.

Letter from the Emergency Conference to the Workers Party
Dear Comrades,
In reply to your letter, I have been instructed to transmit to you the following resolution, adopted by the conference.
Resolution on the Basis of Representation
The emergency conference of the Fourth International, convened on the initiative of the American, Mexican, and Canadian sections, is now in session. The following sections are represented by mandated delegates: Argentina, Belgium, Canada, Cuba, Germany, Mexico, Puerto Rico, Spain, the United States, and the Bulletin of the Russian Opposition.
The conference has received and examined the request of the Workers Party to take part in the conference. On this point the conference adopts the following provisions:
1. The Socialist Workers Party, American section of the Fourth International, takes part in the conference with mandated representatives. It is the only organization entitled to take part in the vote.
2. If the American Workers Party wishes to take part in the conference, it may do so, on condition that it recognize the authority of the conference and undertake to accept its decisions. On this basis, the Workers Party is invited to send fraternal delegates to the conference.
On receipt of a statement from the Workers Party undertaking to accept these conditions, its delegation will be informed of the day and place of the next session of the conference. Fraternal greetings.
