The Third World Congress of the Fourth International decides on the official recognition of the Grupo Cuarta Internacional of Argentina as the Argentine section of the International.

This recognition is based on the following considerations, analysed at length in the report presented to the world congress by the Latin American Commission:

a) The understanding this organization has shown of the real mass movement in Argentina and in Latin America in general, independently of the often confused forms and the often petty-bourgeois or even bourgeois leadership of that movement.

b) The practical efforts it has made to insert itself into that movement in its own country.

c) Its organizational seriousness.

d) Its political and practical attachment to the International, an attachment of which it has given repeated and solid proof.

The world congress calls on all Argentine Trotskyists attached to the Fourth International to join the official section and to give it all the help and support they can.

It calls in particular on the members of the POR, of the UCR and of the Octubre group to join the official section of Argentina of the Fourth International under the following conditions: to enter on an individual basis three months after the publication of the present resolution, on condition that they do not form factions within the section — which is subject to the International's regime of democratic centralism — and after having proved their qualification as militants, in accordance with the statutes of the International, before a commission composed of a representative of the section, a representative of the organization to which they had belonged, and a representative of the International Secretariat, a member of the Latin American Bureau.

The official section of Argentina shall hold its first congress within one year at the latest, and at that congress shall adopt a new name consistent with its new functions as the embryo of the revolutionary party of the Argentine proletariat.

The recognition of the GCI as the official Argentine section of the Fourth International does not mean that the International endorses all the positions taken and all the acts committed by this organization, but rather that, in essentials, the course followed by this organization and its practical conduct confirm the considerations set out at the beginning of this resolution and mark it out as the most solid nucleus of our Argentine movement, around which it is desirable and necessary to weld together the whole of our forces in that country.
