The Conference declares itself in favour of the active continuation of the workers' front policy. This policy implies:
1) On the basis of propaganda, a class policy in opposition to the chauvinist policy of class collaboration practised by the social-democratic and Stalinist organisations.
2) On the basis of organisation: a) the formation, in every workplace, of workers' committees or groups made up of the most active elements of the working class without political distinction. b) the federation of these groups on a local, regional and national level so as to give the maximum efficiency, cohesion and vigour to the class struggle.
3) On the basis of tactics, the use of the united front tactic whenever necessary.
The Conference recommends that all sections of the Fourth International seek, in the specific experience of each country, the concrete organisational forms — often spontaneously created by the mass movement — that best adapt to the requirements of the workers' front policy.
