The commission asks the world congress to approve the general line of the resolution prepared by the IS [International Secretariat], to serve as the basis for drawing up a text defining the orientation of the work of the French party in accordance with the decisions of the world congress. This text will be drawn up by the IS and the PB [Political Bureau] as a whole. The world congress places its trust in the present leadership to apply the line of the world congress with loyalty and effectiveness, while ensuring adequate association of the members of the minority.
Should it turn out that the French leadership does not live up to this expectation, the IEC [International Executive Committee] and the IS shall be charged with taking all organizational measures necessary to rectify the situation in the PCI.
On the basis of a sincere application of this line, there is no reason to maintain factions. The delegates will make statements to this effect. The party must recover its homogeneity and its unity in applying the line of the world congress. The majority delegates have declared that they accept these conclusions but abstain on the IS text, which, in their view, does not represent their real positions and is ineffective for the future.
If the commission's conclusions are approved and loyally applied, this will mean the beginning of the liquidation of a difficult situation and will constitute one of the finest achievements of the world congress.
